General Summary
Under the supervision of the Director/Health Officer, oversees the emergency planning and response documents and required plans to meet state requirements for public health. Plans, coordinates and evaluates public health emergency exercises in order to improve response in health emergencies. This position also coordinates with the County’s Emergency Management Coordinator. Represents the agency at various community events. Recommends health emergency response planning policies to the Director/Health officer. Serves as the back-up PIO (public information officer) when requested by the Health Officer.
Essential Functions
- Serves as a point of contact for state, regional, and agency public health emergency response (PHEP) and activities.
- Attends state and regional meetings for local emergency preparedness coordinators (EPCs).
- Responsible for ensuring the local agency is compliant with the annual PHEP workplans, including developing departmental protocols to assure a coordinated agency response for public health emergencies. Completes reports as necessary.
- Coordinates training in bioterrorism and other public health emergencies, infectious disease surveillance and control, and provides information to private and public health care providers, EMS, hospitals and first responders as needed.
- Collaborates with the County’s Emergency Management Coordinator. Collaborates with other public and private agencies to assure local public health department response is coordinated with local emergency management activities.
- Maintains the agency’s emergency response radios, ensuring they are in good working order and batteries charged. Participates in State, regional, and local radio testing/drills
- Ensures the director/health officer is aware of emergency response requirements, plans, and agency training needs.
- Represents the health department to the public, speaking to community groups, explaining our various departmental services and emergency response matters, encouraging support for programs.
- Completes and submits all required reports and documentation to State, regional, and local partners in a timely manner.
- Ensures that any documentation regarding clients is kept secure and confidential and maintained consistent with Health Department policies and procedures.
